The twenty recreation councils are tax-exempt Maryland corporations and have been determined by the I.R.S. to be 501(c)(3) corporations. They are not agencies or departments of Harford County Government. They are composed of volunteers, who cooperate with the Department of Parks & Recreation providing recreational programs and organizing special events.
